"Participants develop a public service announcement and a digital video (with sound) that reflects the theme for the year, which can be found on Themes and Problems."

For the Connecticut State Conference, this competition entails creating a 3-minute video about the year's theme that can "communicate, entertain, inform, analyze, or illustrate." There will be no semifinalist LEAP interview. Individuals or teams of up to five (1-5) can participate.
